It's time for change. Too many organisations are wondering what the next step in cadastral management will be. The previous cycle of building one's cadastral processing (often leveraging a GIS) has left many organisations with large, expensive to maintain and fragmented code-bases. Why?

By seeking to leverage a GIS for the advantages of storage, query and visualisation, many organisations have had to build (or purchase) external software processing capabilities to complete the necessary functionality required. It is the classic case of purchasing a generalised environment to empower the development, but then losing cohesiveness because that environment does not fully cater for the special needs that the cadastral life-cycle imposes. We commonly hear of organisations exporting data out of their current GIS to perform a function that uses a separate piece of software. Often that action will lead to large areas of data being locked-out for update whilst the data is exported, reformatted, imported to the external system, processed, re-exported, reformatted for the original system and then finally reconciled back to the operational database. Does this sound familiar?

At myCadastre, we have taken the opportunity to re-think, re-design and re-engineer our significant base of software. In doing so, we have created an operational capability that is akin to what we refer to as a cadastral "Swiss Army Knife". It is the ultimate tool box of workflows and cadastral processing capability, all consolidated into a single set of scalable web-services that work directly against the database. Say goodbye to the clunky import and export of data and the inherent dangers associated with that activity. Say hello to cleanly engineered database processing efficiency. Best of all, it makes maximum use of best-of-breed Open Source libraries and capabilities. From the thoroughly capable and scalable Postgresql/PostGIS database, through to open source UI components like Bootstrap and Leaflet. There are no additional third party licensing or maintenance dependencies.

• Capture: the ability to capture the parcel information accurately and efficiently directly from the plan of survey

  Capturing new parcels is at the heart of creating and maintaining a current cadastre. Any small additional efficiency in capture can pay big dividends over the lifetime of a system. Yet often the data capture solution is based on existing survey or GIS capture capabilities that fails to capitalise on potential cadastral process efficiencies.
  
  myCadastre's cCogo solution has been designed to maximise plan capture efficiency whilst providing interactive quality assurance and feedback throughout the capture lifecycle. cCogo is designed to begin capture from an existing survey plan and captures every piece of information contained in both the plan geometry, schedules and title blocks. cCogo provides maximum capture efficiency whilst displaying the survey plan directly in the capture window.

  Step by Step Guidance

  The workflow leads the operator along a logical capture sequence through a series of interface tabs that progress in a natural left to right sequence.

  Scalability

  The workflow has been designed to scale, to support large capture teams and to enable team members to focus on those activities that best match their skills. Fast keyboard entry staff with limited spatial skills can focus on plan metadata and schedule capture. The job can then be simply passed on to those team members with highly developed spatial skills to focus on the spatial geometry capture, whilst specialists can perform complex capture scenarios and provide additional QA gatekeeper roles.

  Efficiency

  cCogo has been designed to minimise operator head and eye movement to ensure the maximum efficiency in plan capture whilst minimising operator fatigue. The operator can stay focused on lot dimension entry even when short lines or curves reference a scheduled table on the other side of the plan.

  Quality Assurance

  cCogo automatically checks entered dimensions for closure and agreement with control coordinates ensuring data entry errors are caught sooner.

  Standard Format

  We actively support the development and use of standard cadastral formats to promote collaboration and the streamlining of business processes. Currently myCadastre supports the Australian and New Zealand LandXML based ePlan format. If you have a different standard we would be happy to discuss support for this as well.


• Update: to add the captured new plan parcels to the authoritative digital cadastral fabric

  Cadastral Update  cUpdate

  Once a new subdivision has been captured, it must be integrated into the existing cadastral fabric, replacing the existing cadastral parcels that it supersedes. Often this is a time consuming process that requires significant knowledge and can be the source of many data entry errors.

  myCadastre:

  • automatically ingests ePlan files using references to superseded cadastre to match to existing current fabric features.
  • takes automation that step further by matching new plan geometries to the current fabric, thereby allowing the operator to confirm and proceed with the automated update.
  • automatically flags where a new plan exposes dimension or topological errors in the existing features and automatically switches the operator to the QA Edit module for rectification.

  Back Capture

  myCadastre not only automatically ingests ePlans for new subdivisions but also supports the ingestion and integration of ePlans for existing parcels. These ePlans are automatically matched to the existing cadastral fabric and all dimensions are saved and made available for future upgrades.



• Upgrade: to incrementally improve the spatial accuracy of the cadastral fabric

  Upgrade is one of the most complex and frustrating processes in Cadastral maintenance. Yet it is vital to the long term success of your investment. Organisations can too easily commit vast amounts of time and resources on upgrade of their cadastre with underwhelming results. Operators require advanced capabilities, knowledge and commitment. There is typically a significant amount of training also required in the use of complex and restrictive toolsets.

  myCadastre takes a fresh approach to upgrade enabling significant improvement in accuracy to be achieved quickly and with little specialist operator skill required.
  
  Cadastral spatial disparity with high resolution imagery is often a cause for lack of confidence and usability in your product. In myCadastre this can be overcome by using simple link creation and iterative adjustment processes. At the same time, myCadastre maintains the integrity of the cadastral fabric and enables more rigorous, plan dimension based adjustments to be undertaken when appropriate.

  myCadastre's adjustment engine is based on an established commercial cadastral adjustment solution with over 20 years of industry usage. myCadastre has streamlined the interface and built in additional intelligence so that the most appropriate adjustnment method can be selected based on the quality of the available adjustment parameters.

  At all times the interface is kept simple and uncluttered, minimising the learning curve for operators, yet, at the highest level, still supports rigorous least squares adjustments to achieve millimetre accuracy.

  myCadastre supports a range of adjustment methods:

  • Ortho adjustment links for rapid alignment to high resolution Imagery
  • Ortho plus controlled ePlan
    - similar to the previous but strengthened by the use of ingested ePlan dimensions and connection to control marks
  • Ortho plus controlled ePlan and iterative non-controlled ePlan via the Iterative Geometric Calculation algorithm (IGC)
    - a more rigorous adjustment that utilises plans that connect to control as well as abutting plan dimensions that don't
  • Least Squares Adjustment (LSA)
    - the definitive rigorous adjustment method where the cadastral fabric is well dimensioned and controlled and where millimetre accuracy is the goal.



• QA & Edit: to efficiently identify and rectify topological and dimensional errors in new plans and the existing cadastral fabric

  Quality assurance throughout all cadastral maintenance processes is vital in oder to deliver a quality data product. Data entry or plan errors need be identified (and corrected) as early as possible so that the operator can both learn from mistakes as well as rectify whilst the details are still fresh. The cost of identifying and fixing errors late in the process is far higher and more time consuming and can cripple productivity and confidence in the system.

  Quality Assurance is embedded throughout the myCadastre solution. Our objective is to ensure data is collected once and that errors are identified and rectified on entry. From the use of simple visual confirmation at plan capture, through to closure and control checks as well as the analysis of adjustment parameters, myCadastre is helping you identify erroneous data.

  During the update process, our QA routines provide efficiencies in identifying and fixing topology and dimension errors identified by comparing the new plan data with data in the existing legacy dataset. Further data snooping functionality is provided during the spatial upgrade processes.



• Conflate: to harmonise two cadastres and provide a robust and accurate method of re-alignment of associated layers
  from one cadastre to a chosen reference cadastral framework.

  From a cadastral client perspective, conflation is one of the most important cadastral functions, yet it is often overlooked by Cadastral solution vendors and custodians alike. Many of the custodian's clients capture and maintain assets (such as pipelines or services) relative to the cadastre and they are are often left struggling in isolation when the cadastral alignment moves with a new release of data.
  
  Often, intensive manual processing is required to bring their business data back into alignment with the latest cadastral release. Likewise, potential clients who maintain their own cadastre or who use a competing cadastral product may find the cost of moving to your data product prohibitive for just such a reason.

  myCadastre solves this problem by providing a series of proprietary topology matching algorithms that provide unrivalled capability to automatically match common features in two cadastral datasets. myCadastre's core adjustment engine is then used to simply shift all related data into alignment with the designated master dataset. myCadastre achieves in hours (or sometimes minutes) what would take man-months or years of manual effort to complete.

Often, cadastral custodians cannot keep up with client demands for more accurate and timely cadastral solutions. Budgetary and staff constraints mean that it is often impossible for the Cadastral Authority to respond to urgent requests for greater accuracy in specific project areas. This often leads to stakeholders developing their own "one off" cadastres that then take on a life of their own and at the same time depriving you of valuable clients.

What if you could collaboratively harness their efforts to improve your cadastre rather than them building their own? With myCadastre this is now possible. Collaboration isn't yet recognised as one of the key cadastral values, but at myCadastre, we think it ought to be.

With myCadastre you can grant access to an external organisation's cadastral team so they can contribute directly to maintenance and upgrade of your core dataset. No software installation is required for approved organisations to gain access to all of the same functionality that your team has. There are a wide range of activities that interested parties can contribute to, from capturing ePlan files for existing surveys, adding plan dimensions to existing parcels, establishing control on cadastral corners, through to running their own upgrade adjustments.

Importantly, at all times you maintain control of the integrity through the use of a "gatekeeper" role in myCadastre. This role ensures that all changes are vetted and approved before being introduced into the release dataset.
